HI,
I have C10LE ver: 7.0_30 , I want to make it a dual LCD display SPAN mode support. I have a DVI splitter cable , But I have two Standard VGA LCD , When I connect them to C10LE dvi splitter cable along with DVI to VGA converter on 2nd LCD , I dont get display on my 2nd LCD, Is there any possibility to make these standard monitors work in desktop span mode , or else I require to have one DVI supported LCD for span mode funtionality?
No way.
You only have one analog and one digital signal on the cable. So you cannot convert the digital one to a second analog.
Wyse is selling a device called DV20. This is attached to the DVI port and gives you then two VGA ports. Not cheap but working perfectly.

OK, well With DV20 will I get dual display SPAN mode support?
Yes, you will
