I am confused as the WSI install should create a policy and scope for DHCP turbo automatically?
Maybe because you have not used the recommended IP of 10.1.1.12 for the installation.
Uninstall it again and follow the guide using the recommended IP 10.1.1.12 on your PC and make sure the network cable is in and active before the installation. You will need to remove WSI and DHCP turbo and then install again (DHCP Turbo first then WSI)
