Found the answer via phone service from Wyse. KB #22691 on Wyse documentation.

With the release of firmware version 7.1_122, the VNC server was disabled as the default option, and security was enhanced requiring the upgrade to WDM 4.9.1 to manage WTOS-based thin clients from this version on.

To enable the service, add the following line to your WNOS.INI file:

Service=vncd Disable=No

VNCPassword=

VNCPrompt=No
