No way to directly go to 4.7.1.
4.7.1 is a hotfix release for either complete new install or upgrade from 4.7. Nothing else.
Webdav is not needed nor the cerificate thing beside you want to manage the device afterwards via HTTP(s) instead of FTP – that’s what webdav and certs are for.
