Well, other opinions forces me to go a certain path. The most likely solution I go with is pushing these registry changes out with a simple GPO and running regedit silently.

Profiles are not really a problem since they are a customer service so the static profiles are not really a problem.

I will push out for three different countries in three different OUs.

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USERKeyboard LayoutPreload]
"2"="00000406"
"3"="00000409"
"4"="00000414"
"1"="0000041d"

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternet SettingsZones]

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternet SettingsZones]
"1807"=dword:00000000

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternet SettingsZones1]
"1807"=dword:00000000

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternet SettingsZones2]
"1807"=dword:00000000

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternet SettingsZones3]
"1807"=dword:00000000

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternet SettingsZones4]
"1807"=dword:00000000

The first part is to set the keyboard layout to the right one depending on country since that setting does not retain after reboot if the user it self manipulates the setting.

Windows Registry Editor Version 5.00

[HKEY_USERS.DEFAULTKeyboard LayoutPreload]
"2"="00000406"
"3"="00000414"
"1"="0000041d"

This one is to simply make sure the client sets the right keyboard layout to the welcome screen.

I know its a dirty solution, but can’t think of any better right now with the time strain I have. 🙂
